Pellaeon is second in command next to Grand Admiral Thrawn. He always sees Thrawn as a tactical genius throughout the trilogy and has a great deal of respect for him. In the end, after Thrawn is slain, he calls a retreat because he lacks Thrawn's stragtegic abilities.
